General summary
Manages and oversees human resources information systems and services.
Major duties
- Oversees the information and business operations of human resources. Directs professional staff who supervise the human resources services support staff operations.
- Oversees human resources staff who monitor and maintain human resources budgets and business processes and ensures fiscal integrity.
- Develops and implements departmental operation policies and procedures to ensure data integrity of all departmental systems and operational practices. Interprets and ensures applicable federal, state and University regulations and policies are being followed and implemented.
- Develops and implements long and short-term strategies and best practices to standardize, simplify and automate human resources processes and procedures and University-wide practices. Responsible for gathering data in response to Freedom of Information Act requests and subpoenas. Oversees release of employee information.
- Responsible for development, implementation, maintenance and integration of human resources systems while facilitating efficient operations to meet current and future needs. Performs ongoing data analysis and leads initiatives to meet needs of the University.
- Oversees security access to the employee database and workflow processes. Maintains and updates internal database files and tables. Identifies end-user training needs and initiates training programs.
- Partners with business stakeholders to create and provide University-wide technical and operational services. Contributing member of human resource management services strategic and project teams. Serves as project manager for human resources implementations, system upgrades and process improvement projects. Develops testing scenarios and sets protocol for testing upgrades and changes.
- Serves as a member of the human resources management team, including policy development and administration and legal compliance with internal and external regulations and policies. Advises and makes recommendations to the associate vice president for human resources/chief human resources officer and University officials regarding human resource issues.
- Supervises staff, including hiring, training, developing and evaluating.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Bachelor's degree in a related field from an accredited institution.
Required experience
- Five years’ relevant experience.
- Supervisory or lead experience.
- Strong interpersonal, written and verbal communication skills.
- Working knowledge or applicable employment laws and regulations.
- Working knowledge of database processes.
Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.
Working conditions
Work is generally performed in a well-lit, temperature-controlled environment with occasional exposure to the outdoors or any number of elements.
